Abstract

A summary is provided of the diagnosis of the operations of Irrigation District 005: Delicias, Chihuahua, Mexico carried out in 1993 to identify and specify current conditions under which these operations are taking place and the effects they will have on irrigation under the district transfer scheme. The work is focussed on reviewing, qualitatively if not quantitatively, the technical and functional aspects of the waterworks to characterize their effects. When their influence is adverse, proposals are made to reduce the impact; when the influence is favorable emphasis is made on means to enlarge upon them. The organizational and social aspects are discussed with reference to the relationship among the modules and between the two units within the district, their internal organization, and the present and future consequences. The evolution of the irrigation scheme, the crop characteristics and their relationship to water availability and grower income as a result of marketing and market conditions are discussed. The diagnosis provides an example with some detail, of the Conditions that affect operations and related factors within Irrigation District 005 their causes and some options for improvement.
